The fees might be made good by increasing the Licence accordingly.

Steam-ships under 60 tons intending to

233 take out a Licence are all surveyed and passed by the Govern- -ment Marine Surveyor who grants a Certificate of Survey Form H. 120 which is exchanged at the Harbour Office for a

Licence Form H. 119.

A fee of $15 is levied for the Surveyors

Certificate and paid into the Treasury.

The fees for the Licence are as follows:-

The above scale is for 12 months. For 6

months 6/12ths. For 9 months 9/12ths. and so on at the rate of 1/12th. for each month. But no fees is to be less in amount

than 3/12ths.

-Ships

Steam-inunghee under 60 tons not intending to take out a Licence are surveyed by a private Marine Surveyor gazetted as being recognised by the Government. This Surveyor issues a Certificate of Survey which is the only warrant for such a vessel to ply in the waters of the Colony. The fee for this survey is not paid to the Treasury,

Although it may not be the intention of the Government to impose a fee on the private launches yet the present system of Registration is very unsatisfactory, It would conduce to a better control if a compulsory registration of all launches was demanded and an annual fee of say $5 charged for the Harbour Master's Signature on the Certificate issued by the private Marine Surveyor. Asjit is this certificate is not

endorsed by any one in authority.
